New Feature Request: "Add a New VPN" feature in Submit Review page

I like to see "Add a New VPN" feature in Submit Review page.

This will be very useful for anyone to submit a review of a VPN that nobody has heard of it before.

For example. I like to post a review on Orbot VPN. I think this is the best Free Mobile VPN that does one thing only which is Tor.

I'm not going to spoiler too much. I'll save it until the review after a new feature request is added.
